唯有法国公司Mistral提供的模型，在某些领域能达到与这些顶尖产品相媲美的性能水平。 

马克龙承诺道：“我们将继续投资并支持Mistral AI，以确保我们能立足于竞争之中，并致力于实现这一目标。但我们也必须建立新的合作伙伴关系。”

开发能够与美中顶尖产品抗衡的模型需要巨大的算力支持，而承载这些算力需求所需的芯片和服务器的数据中心，正是这种算力的象征。 选择开放模型可以避免依赖某家服务提供商；否则，该提供商可能会出于自愿或被迫，随时切断用户对其AI服务的访问权限。 

例如，今年6月初，美国政府以国家安全为由，强制要求Anthropic暂停发布其新款Fable 5模型，这一举动在海外引发了强烈反响。
